Nowadays IT industry is boosting web waves to a higher level,for instance,the tax-levying bureaus are fostering better management systems with web built in .In the coming days these tax authorities are poised to internet with other entities ,to share all breeds of information with the latter ,such as customs,banks,industrial and commercial permit-licenced authorities,and goverments at all levels.It is useful and complementary to develop the data-transmitted system, between tax department and bank ,which is related to the established tax management and control.This thesis puts forward the solution based on 3-tier C/S architecture aiming at the shortcomings on its productivity, safety,and stability, of the stereotypical 2-tier C/S architecture and carries out the framework of system,including the general design and module design.At the same time,it also puts forward the difficulties of technology and the solutions for system security.As for its contents,this dissertation is divided into three topic parts.Part 1 is about general design,including Chapterl and Chapter2.Part2 is about the pivotal techs of the system,describing the evolution of the distributed application system, and the logical structure and functional partition among two-tier\three-tier C/S model ,thereupon to compare and analyze the qualifications of the both..It also presents a comprehensive analysis concerning typical component technique COM/DCOM/COM+ OF Microsoft;The detailed introduction of the three-tier(multi-tier) structure based on Windows DNA is made deeply researching into the technology of database access.Part3 is a focus of the paper,on instances made for the system's design and accomplishment,including the E-R diagrams, the system functional module partition, the creating of the remote data object and so on.
