| As the development of video technology, video coding is using in different occasions widely. As there are so many different applications, different video compress standards are drawn by ISO and IEC. But there are some contacts between different occasions of video applications; so video-coding transfer is becoming more and more important now.In the beginning of this paper, some knowledge and theory of video-coding transfer are introduced. Also, knowledge of MPEG-2 standard is introduced. Then, The predictable encoding techniques of movement compensation adopted in MPEG standard is discussed, which include causality prediction and non - causality prediction. Besides, two basic arithmetic of motion vector composition are discussed. After that, it proposed a new way to complete motion vector composition. Based on the new arithmetic, a video transferor is designed. At the end of the paper, some results of the transferor are showed to prove that the new arithmetic is useful. Also, further improvement of the new arithmetic is raised. |
