As more and more researchers are keeping a close eye on all kinds of metropolitan papers, evening papers and morning papers, as well as some "new stars" like financial and economic papers, the author, who has been worked for a primary municipality paper, are worried about the current situation of the prefecture and town newspapers and their development nevertheless. It is a regrettable imperfection that the prefecture and town newspapers, which contains 42% in the gross types and 32% in total copies of China's newspapers, are not given enough attention from the journalism researchers. As for that in small and medium-sized cities, there is especially few people troubles to ask.The prefecture and town newspaper stays the third in China's "Three-class Newspaper Structure", corresponding to the administrative levels and divisions. Hence it is restricted by the central and provincial news organizations at the same time. But we can't ignore that it plays as a recorder, a guide and also a participant during the process of local development of politics, economy, culture and society. Fundamentally speaking, newspaper should even be a local media more. The modern newspaper studies point out that the readers have obvious regional orientation, and the newspaper should thus be obviously regional.
