| It has been nearly 20 years since our nation's police force began to implement information technology. Since 1980's, the Public Security Ministry has carried out large projects such as "Police Cable & Wireless Communications System", "Nationwide Computer Security & Command Information System", and "Central Crime Information Center CCIC". These information projects have played an important role in striking crimes, maintaining social & political stability, defending national security, and rescuing victims of disasters. They have also laid down the foundation for our national police's informatization process in terms of human resources and infrastructure.However, because crimes have become more and more covert and high-tech, the existing fixed-line private network can no longer meet the front-line policemen's needs to process relevant information onsite. Moreover, it limits the police organization's maximum ability to strike crime and serve the people, and sometimes even misses the best opportunity for strike. Therefore, a mobile police information system will become the natural choice and new highlight of the future "Golden Shield Project".With the development of communications technology, GSM/CDMA-dominated digital cellular mobile communication technology and Internet-dominated package data transmission technology have merged to generate GPRS mobile data transmission technology and WAP (wireless application protocol), which makes it possible for subscribers to access private networks anywhere anytime.The goal of our study is to analyze GPRS/WAP technology as well as the mobile information needs of police Department, and to design a mobile police information system appropriate for the police departments.Based on studies on system structure, network organization, safety & security mechanism, and redundancy mechanism, this article introduces a well-functional Mobile Police System structure including mobile terminals, radio communications network, mobile access network, safety seclusion layer, and private network.
