In the employment of public security precaution, especially the sensitive region such as party and government administration, bank, community and commerce area, we need a more convenient, effective, directive and advanced warning mod. To the area, where is commit crime frequently, we can observe and record from hour to hour. If a crime occurred with nobody warning, the recording data can offer some help for the bust of the crime. The system was designed as an video surveillance-Control system based on internet and H.264 technique. The paper can be divided to four sections. First, it introduces the background, significance, key technique, and requirement and populates design of the video surveillance-control system of public security sensitive area and site of crime. Second, it discusses the correlative technique such as video acquisition and compression. In the process of video acquisition, do some pro-management to the data, compress the received video through the hardware, and ensure the high efficiency of image processing. The part of data compression devotes mainly to the analysis and design of the international standard of video compression and coding-—H.264. Base on the H.264 technique, we developed the structure of the video surveillance-control system and functional modules. Then, the thesis designed the function of anterior observe client and its presentation. Last, this dissertation particularly analyses the reliability of the system. The hardware, system, network, QOS service of quality of show were analysis partly, including the allow-mistake technique of QOS service. The system will be recommended to the whole province and be used.
