The conference application in the traditional telecom network is mainly based on H.320 or H.323 standards. Its complex realization and huge investment make it difficult to apply to public services. Moreover, the close architechture and low bandwidth of the traditional telecom networks are not suitable for the fast development and deployment on multimedia applications, which can not meet the bandwidth requirements of massive multi-media users .Through the analysis of SIP proposed by IETF, the result shows that the conference mixing model in tightly coupled conference framework model is suitable to Telecom Carrier, this thesis brings forward a SIP conference model suitable for NGN network, i.e. a separated model among conference control function, media mixing function and end-users interaction function. Based on this model, this thesis illustrates how to construct and design an actual multi-media conference system, i.e. a SIP based multi-party conference system. The system uses SIP location server, media server and proxy server to realize conference control,media mixing and end-users interaction function respectively.Although the conference system only realize partial function of the whole multi-media conference system, the system model and construction idea we proposed in this thesis have proved that they are a good settlement for the NGN network conference system construction and a good reference for the further research,development and popularization of SIP multi-media conference system.
