Firstly, the author of this article introduced the history, development and present state of Software Engineering. Based upon the two branches of Software Engineering-Software Engineering Techniques and Software Engineering Management, the author discussed the current problems of Software Engineering and expressed his own opinions and methods to solve these problems.In the aspect of Software Engineering, the author compared the traditional Function/Data development method with the Object-Oriented development method. After having introduced some of the popular Object-Oriented method, the author selected the Object-Oriented Software Engineering(OOSE) method as the basic system development method. OOSE tries to use complete Object-Oriented principle to think, analyse and develop software system. It provides a whole set of object models for requiring, analysing, implementing and testing. With concrete procedures, it can make the transition from model to model seamlessly.In the aspect of Software Engineering Management, the author emphasised on Software Quality Management which is the heart of SEM. After discussing the Software Quality Management Program which is the core concept and principles about what is and how to do with SQM and introducing the ISO 9000 standard series, the author focused on the introduction of ISO 9000-3 standard which is produced especially for the practical use of SQM .At the end of this article, the author put his effort to construct a framework of a Software Quality System Model which is a trial version for the management of large software system development. This model is the combination of OOSE , ISO 9000-3 and SQMP.
