With the development of mobile communication, the Mobile IP technology has been widely used. These applications have already raised higher reqirement for the network capacity and bandwidth. Based on these situations, the cell takes less space than before. This results in frequent hand-off between the cells. And this situation would couse problems for the network performance and higher lantency. Now, several solutions have addressed these problems. To get the smooth hand-off, a scheme which saves the data from CH to MN has been estanblished. However, the controlling of informing the notify time is still to be improved.Aiming at solving this problem, this paper did research on the micro-move soluton of Mobile IP, especially the layed Mobile IP. Based on existing proactively predicting scheme based on link layer information, this paper gave detail principle and processes of the predicting, and did some improvement on the informing of the notify time. This solution improve the accuracy of the notify time, and improve the QoS of such kind of solution. Based these result, this paper gave an idea of using locating technology as improving the process of notify time, and give the overview research on this idea.Based on these exsiting solutions, this paper shows an idea of using the locating information to calculate the hand-off time, and provides a better method to calculate the Unicast time. This paper does some research on the feasibility of this solution and give the procedure of the simulation, thus provides a reference for further research on this topic. This paper uses simulator tools to simulate this solution. According to the results, in certain cases, this solution can improve the hand-off latency and the package loss.
