The society has entered into the information epoch. Intelligent, networking, and ship-bank integration are the development trend of ship automation and the high intelligent ship is the most promising ship in 21st century.On the research of intelligent ship, the Decision System for Ship Automation Collision Avoidance is one of important aspect. The appearance of AIS communication device and the development of Multi-Agent provide a favorable condition for the research of distributed decision system for ship collision avoidance. Based on these technologies, traditional study methods with intention to self-regard were discarded and a Multi-Agent collision avoidance decision system with goal to attain mutual benefits and reduce the collision danger of the whole situation was developed. That is Multi-Agent Decision Support System for Ship Collision Avoidance (SCA-MADSS). With SCA-MADSS, we hope to find a new approach to resolve ship automation collision avoidance.This paper finished the design of a Multi-Agent decision support system for ship collision avoidance based on AIS communication, which combined Agent and Multi-Agent technology together, and the whole system was developed on VC++ platform. The main research contains the following.(1) The design and implementation of the SCA-MADSS organization structure.By analyzing the different kind modes of MAS, and combining the characteristic of ship collision avoidance field, the organization structure of SCA-MADSS was designed and a formalized description of SCA-MADSS was presented. The different Agent modes in SCA-MADSS were established. A concept of collision avoidance union was also put forward, which is the foundation of collision avoidance decision-making.(2) The design and implementation of the SCA-MADSS intelligent agent. By analyzing the different types of Agent, and combining the roles andfunctions of a ship during collision avoidance process, we established respectively the BDI structure of Ship-Agent and VTS-Agent.
