| With the rapid development of telecommunication, internet and information technology, Ship Real-time Monitoring System which employs them as its basic technology is enjoying a wide range of application. In the case of Ship Monitoring at sea, Automation Identification System is used widely to Vessel Transportation Service. In the case of Ship Monitoring in river, we always use GPS+GPRS/CDMA+GIS technology. But in some heavily-forested areas, the usage of these technologies is restricted.In the paper, a novel Ship Monitoring System based on the communication of BEIDOU, WorldSpace Satellite is introduced. The system boasts unique advantage and can achieve a satisfying result in practical application.In the first chapter, the application significance, history and categories of Ship Monitoring System are introduced. Then the advantage of the Ship Monitoring System using satellite communication technology is pointed out. In the second chapter, the Ship Monitoring System is designed. The structure and the functions of all the parts are analyzed respectively. In the third chapter, the connection principles and methods of the construction of monitoring center and satellite operation company is introduced. After carefully analyzing the data communication protocol, we put forward a resolution algorithm of the protocol as well as its realization in the Visual Basic software development environment. In the fourth chapter, a serial interface communication program between on-ship telecommunication terminal and PC is developed according to the requirements of on-ship branch center. The monitoring and command function of the on-ship branch center is realized employing a self-designed technology named "Virtual Short Message". In the fifth chapter, the ship position data processing technology is introduced. To find a solution to the problem of display error in electronic river map, a variable deviation adjustment method and ship position mapping methods is put forward. With these two methods, the problem is fixed. In the sixth chapter, we mainly focus on the practical testing effects, problems and solutions of the Ship Monitoring System based on the communication of BEIDOU, WorldSpace Satellite.
