Nowadays, with the rapid development of higher vocational education, a large number of professionals with applied skills are trained for manufacturing, management and service. Multi-media and IT industry are so widely used in vocational education that they have facilitated the reform of vocational education, and heightened the teaching quality and efficiency .In the process of modern educational technology application, more emphasis is paid to the role of network teaching resources played in professional training. And more strength is put into the construction and application of campus network teaching resources database.Campus Network Teaching Resource Database(CNTRD) is an integrity in which various learning resources are joined through scientific methods. The construction and application of CNTRD has become the necessity and premise for modern education.After a thorough survey of the construction and application of CNTRD, it is easy to discover that the initial stage are perplexed with various drawbacks such as the superficial theoretical research, unsystematic construction and application, indistinct features in higher vocational education, and poor sustainability.In the paper, based on modern educational theories, closely connected with the features in higher vocational education, the author has carried out research on the theoretical rational and practical methods on the construction and application of CNTRD. The emphases of the research are: the modern educational theories and resource construction principles as a guidance aiming at making CNTRD scientific, standardized, systematic, well-programmed, and interconnected; the methods to construct high vocational-featured network resource content centered on subjects, aiming to combine all the individual higher vocational educational teaching resource, to build a CNTRD which is user friendly, with abundant resource, excellent usages and high sustainability; the application mode of CNTRD in higher vocational education aiming to maximize its potency.Basically, three research methods are employed: Literature review--- a thorough study of the practical and theoretical achievement by experts and specialists.
