CDMA2000 1x EV-DO Rev.A system will face with large-scale commercial challenge, and how to ensure system to provide a stable high quality data services becomes a core issue. There has two factors to decide the system reverse capacity, one is the power control, the other is the reverse rate control.The former is not changed compared with CDMA2000 1x, but the latter is a new approach. Therefore, analysis it, to determine the optimal rate control parameters to improve system reverse stability and capacity has become an important topic before system commercial operators. In view of Rev.A system reverse rate control, we presents a scheme that can guarantee the system operating steadily and also the fairness for the users.Based on IS-856A, we present a scheme that is called"centralized feedback based on directed measurement of RoT and distributed computation based on the T2P".The centralized feedback processes are divided into two parts: the directed measurement of RoT and the software realization of RAB. We complete RoT measurement with IS-856A providing a system silent cycle and decision threshold, the realization of RAB based on the software programming. The processes have been verified by the test.With the referrence to Kelly article[1] on how to solve the ATM network resource distribution problem, the distributed computation is realized. The reverse rate control problem is changed into a utility maximization problem, and the utility problem is changed into the distributed optimization problem of a single user's utility. We use the Lagrangian approach with inequality constraints to provide a distributed computing method based on the time-variable utility function, it can guarantee system not overload and to meet the customer service fairness,also connected resource allocation on reverse link with the parameter setting for transmitted rate directly.
