Satellite communication systems are an important part of the future global communication infrastructures. It constitutes of satellites with different kinds of orbits and capabilities, links between satellites and the part in ground. For the sake of good communication quality, a consummate plan of mobility management of the system is needed and the location management is an important part of it. Many network signal flows and database updates and queries are required to accomplish such a task.There are two basic operations that are elemental to tracking mobile users: update and find (or search/locate).In this paper, I introduced the whole blue print of the satellite communication system in the instance of the satellite transmitting transparently, including the function of user, satellite, gateway and the location management center and the process of the communication in every part of the system. Then I introduced the strategy of the location management of this system, including the design of double-deck data-base, the precept of the confirm of the location area, the precept of the user register, the location update, the user search and the data transfer.And I select the OPNET system as the simulation tools and use it to establish the simulation models. I introduced the particular course of how to conceive the model by this tool and the function of every module in this scene. Base on the simulation models, I implement the location management strategy and collect the simulation result. The results show that the strategy we put forward is feasible. These results also can provide reference for a practical network design.
