The technology and application of IP phone (VoIP) have developed rapidly, especially in recent years. Because of the progress of technology and the improvement of voice quality, VoIP, with its lower price, has greatly impacted the traditional telephone service and has drawn a universal attention. People concern about the following issues: whether IP phone can provide voice service of the same quality as that of traditional PSTN; whether it can substitute traditional voice service; how to exploit its advantages on this basis. Lots of experts believe that VoIP is the developing direction of future voice technology. Therefore, the meaning and purpose of China's IP phone market opening is: breaking the monopoly and bringing about competition; improving the reform and adjustment of telecom fee structure; promoting China's Internet development and traditional network's reconstruction; stimulating the domestic consumption market.The present paper introduces the complete course of constructing a business voice network platform on the basis of VoIP technology. Firstly, this paper discusses H.323 protocol system in detail from the aspects of the protocol framework, system composing, call proceeding and other phases, and also briefly introduces other related protocols of VoIP at the same time. Secondly, after analyzing the requirement of customers, this paper constructs the network topo graph of VoIP voice platform in Changxin Company.In order to make the system run steadily and make each terminal unit and communicating element work harmoniously, the present author chose some proper equipment from various hardware terminals, through comparing the performance of each constructing elements of platform and testing in different network environments, to ensure the voice quality would satisfy the requirements of design. The author induced, analyzed and at last solved some engineering technique problems in this paper, for example, matching voice coding, transplanting and installing gatekeeper, registering and authenticating of equipment, the burglarproof safety precautions, and so on. In the last part of this paper, the author combined the market and requirements of different customer groups, and offered several VoIP network settlements with typical features.The present author participated in the construction of a VoIP system which has been formally put into service by Changxin Company. Because of its stabilized performance and the wonderful quality of voice, this VoIP system has won great compliments from the client.
