As an important part of culture industry, media industry is being developed to be a critical part of national economy. At the same time when TV and radio media develop its mouthpiece function, they also start to pay attention to economic benefits, and to explore industrialization and marketization. Golden Eagle Broadcasting System (GBS), located in the center of Hunan and with daring to outperform others and standing against the tide, become the leader of local TV and radio industry development. HBG not only widen TV content actively, but also make some exploration in the area of broadcasting, newspaper, network, infrastructure, and etc., which provides some latest experiences for local TV and radio industry development.The paper, with the background of third round reform of GBS and the basis of strategy management theory and industry organization theory, make a research on the development of GBS by collecting related literature information widely.
