The concept of "Public Sphere" is a political one raised in Jurgen Habermas's The Structural Transformation of the Public Sphere(1961). Habermas emphasizes the role of capitalist modes of production, and of the long-distance trade in news and commodities in this evolution. The most important feature of the public sphere as it existed in the eighteenth century was the public use of reason in rational-critical debate. Rational-critical debate occurred within the bourgeois reading public, in response to literature, and in institutions such as salons and coffee-houses. Habermas sees the public sphere as developing out of the private institution of the family, and from what he calls the "literary public sphere", where discussion of art and literature became possible for the first time. Habermas emphasizes the role of the public sphere as a way for civil society to articulate its interests. He also argues that the world of the mass media is cheap and powerful. He says that it attempts to manipulate and create a public where none exists, and to manufacture consensus.The mass media is the main measure to tell people news and the public's expectation to mass media is its publicness. So the study for media's publicness in the field is of some significance practically and it is also of some significance theoretically, which is primarily embodied in the following aspects: Firstly, this paper introduces the concept of publicness with analyzing Habermas, Hannah Arendt and John Rawls's theories and finally defining its concept from four latitudes: critical opinions, national management, non-official organization's autonomy and political principle.Secondly, this paper explains the meaning of media publicness and review the development of media public sphere in China.Lastly, this paper researches on the media publicness by the case of Shanxi Evening News, a provincial mass daily. In this part, the paper at beginning introduces the development of Shan Xi media and then analyzes the publicness of Shan Xi Evening News by the methods of content analysis and depth interview.The theories of this study include Public Sphere, Journalistic Professionalism, Journalism and Communication Theories. It strives to realize the status quo of province media publicness by the methods of content analysis and interview.
