Most intensive urban base stations have been super-busy and congested area .If we only increase the base station in the busy areas to solve the problem of congestion and expansion,the investment will be great and it will be easy to change the network structure of original mature ones,also the networks will become more complex and the pilot pollution will be increased.Although the network capacity is increased, the quality of the network is lowered.
