The network of mobile station is the fundation to all mobile communication corporations. The quality of the mobile station network is the core competitiveness for the mobile communication corporation. Under the conditions of business restructuring and full business competition of the operating companies, the Competition in Communication Industry heats up. At present, China Mobile needs to keep and strengthen its Competitive advantages and Market Competitiveness. As the most important part of the mobile Communication network , BTS's good operation is the key factor for the general network's quality improvement and China Mobile's market development. With relative management theories, we completely analyze that how to strengthen the management of owner of BTS and how to keep stable operation of the mobile network.First, we analyze the status and trend in Communication Industry by means of his work experience and consulting documents. With the tool of SWOT we have an analysis on external and internal environment of Chengdu Mobile Communication Corporation, and we find that CMCC is facing an intense competing situation. Second, with Quality Management Tools, we find main problems in the management of BTS owner in CMCC. In the end, with Customer Relationship Management, we construct a information system for mobile stations'management. By partering model thorey, we propose the improvement steps of STP owner's management, the messures of the Disputes Settlement and daily maintenance and crisis management etc. We want to improvement the quality of the STP owner's management by means of above methods.At present there is very few research results of BTS owner's management. In this dissertation we have a tentative study about this topic. This discussion result is not only a reference for the improvement of BTS owner management in CMCC, but also having high value for improving the BTS owner management to the whole mobile industry.
