With the continuous improvement of living standard, food safety issues are concerned increasingly by the people. In 2003, the Quality and Safety of Aquaculture Regulations was promulgated by the Ministry of Agriculture, in which the process of aquaculture, water quality determination and medication management have done a certain standard. However, most domestic enterprises are still managing the day-to-day information of aquaculture through the manual mode traditionally, so it is necessary to develop a whole processing management system of healthy aquaculture by information technology. With the development of the theory and technology for project management, software companies get an unprecedented opportunities and project management has become a research hotspot. Because of the low success rate of software development and customer satisfaction, how to achieve the good quality of software through the method of project management under the constraints of time and cost is always the goal of software project managers, which is also the starting point of this paper.In this paper, the author set the whole processing management system of healthy aquaculture development project as research object and by the method of case analysis studied the project requirement management, control & planning, schedule management and quality management, researched ways and means in the project management field to achieve effectiveness and efficiency of software development.According as the whole processing management system of healthy aquaculture is a small software and developers of the project do not work full-time, in the project requirement management and project planning, we established a requirement change control system and review mechanism and made the reasonable project scope and project objectives. In the project schedule management, critical chain method used to draw up the schedule. Considering resource constraints, we make sure critical chain to optimize schedule, and by setting the buffer and schedule compression technology, we reduced the duration further. In project quality management, according to the actual situation of the project to control software engineering and project management process strictly and to carry out scientific software testing management and documentation management, we achieved the project objectives and got a balance among project quality, time and costs in the end.Through the effective measures of the project management, we achieved the set objectives in the end, and the software development duration was shortened by 17 days. The software as this project product has complete functions, good performance and stability. This system was applied by three scale aquaculture enterprises in Shanghai, and two of them were awarded "Health Aquaculture Demonstration Zone Certified by Ministry of Agriculture ", and also got better evaluation from the users.
