Development, Remuneration Management System Based On Dynamic Compilation Telecom Agents

In the past, while each branch of Jiangsu Telecom Company had taken advantage of social resources to expand their market share, the method of calculation and payment of agent fees could not keep up with their business expanding pace. The way of manual booking and EXCEL was inefficient and tended to cause management loophole. Under such circumstances, it is urgent for Jiangsu Telecom Company to ensure the calculation accuracy of the agent fees.However, this tough problem has been solved by Jiangsu Telecom Agent payment management system through using settlement rules engine which is based on the JAVA dynamic compilation technology. Jiangsu Telecom Company has benefited a lot from this system which includes enhanced calculation accuracy, higher efficiency of production, lower labor costs and regulatory loopholes avoiding.The steps of our work are listed as follows:Firstly, after analyzing the operation and billing systems of Jiangsu Telecom, the drawbacks of the manual and EXCEL settlement are discussed and the necessity of establishing a unified provincial management system for settlement is explained. Basing on this, the main functions and core processes of Jiangsu Telecom Agent payment management system is analyzed. Then a new framework of this system is designed as well as agent management subsystem, contract management subsystem, settlement management subsystem and payment subsystem. In this step, the way to make the settlement rules engine on the base of the JAVA dynamic compilation technology work is focused on. This is the key to integrate the different standard service fees of Jiangsu Telecom, to improve the service and management of Jiangsu telecom agents, and to eliminate the financial risks. Finally, the expandability and investment benefits of this new system are analyzed.
