Rural highways, the found mental public basic infrastructure in rural area, are the base and premise for peasants to experience entrepreneurship and innovations and to get wetly and enjoy the better-off life. Particularly for the people in less developed regions, traffic is their major livelihood. With the rapid development of rural highway construction and the continuous increase in mileages, the maintenance and management workload of rural highways are increasing at the same time. After the rural highways are built, it is also significant to keep a good control and condition to ensure safety, free open, and sustainable utilization.In response to the Rural Area Well-being Work in our province, namely, Zhejiang Province, we need to put forward a set of system which is suitable for rural highway maintained suggestion and planning management. Thus we can collect, analyze, query, calculate, assess the statistics, process and audit the suggestion as well as we are able to make the maintenance of rural highways more efficient and economical, achieve effective management and maintenance of rural highways.Focusing on stability, safety and practicality and by surveying and studying the information about the maintenance of rural highways, a database model of the management system is set up and the functions for the web of management system are designed in accordance to actual needs, we choose ASP technique to designed the web site for the management system, the possibility to log on and to participate in management of the web site according to different users meets the requirement of the system design. As the management system database is designed with the help of SQL Server 2005, basic information about maintained suggestion, maintained planning management, road sections, road conditions and some relevant departments are collected and input in the database of the system, and in this management system the Hash function MD5 algorithm is applied to administrate users'passwords to improve the system's security.The exploitation of the management system will be conducive to the effective management of the suggestion and plan to maintain the rural public highways as it shortens the cycle of work, enhances the efficiency and facilitates the maintenance of the rural public highways.
