Three-dimensional Urban Anti-terrorist Operations Command Service Design And Development Of Auxiliary Systems

With the development of terrorism in whole world, the threat of terrorism is more and more serious in China. It has yet become a urgent problem that how to upgrade the effective of commanding anti-terrorism actions for the CAPF (Chinese Armed Police Forces) while there are many research results and products about commanding assistant system and Geographical Informational System(GIS). Especially, for the CAPF, GIS-based commanding assistant system is not availability in our country. Therefore, the commanding actions of CAPF will be influenced, and the huge loss of manpower and equipment will be caused because the response for terrorism is slowness.In this paper, we have designed and carried out a new system, called the anti- terrorism commanding assistant system based on three-dimensional city geography. The system is an integration which combined anti-terrorism commanding assistant system and geographical information system. Through gathering foundational geographical information, we have built an object oriented space data structure of geographical information. Moreover, based on the structure, we have achieved a model of space data structure of anti-terrorism so that we have ability to learn about geographical information, analyze all kinds of anti-terrorism information, and decide correct commanding actions in special area where happened some actions of terrorism.Firstly, the international and domestic situations of anti-terrorism and the characteristics of the confronting security tasks related to defense and safety of the CAPF(Chinese Armed Police Forces) are mainly discussed; secondly concentrating on the various demands in relation to the guarantee of the military affairs and data, the author emphasizes the three-dimension-visible data for the safeguard the victory of the anti-terrorism in cities and the technology system based on anti-terrorism battles on the background of modern information technology; thirdly, after traversing the relative design and program, the general structure, division of its function, realization of its technology and the programming organization and management, a good foundation has been lain out for the design of the system and provided it with a reliable theoretical groundwork and management support. Therefore, the success of developing the program is ensured. Practical studies and surveys indicate that the three-dimension visible topographical environmental system regarding the commanding and military service in anti-terrorism battles in cities which is based on the theoretical study in this thesis is provided with perfect basic function and living-image dynamic effect. In the meanwhile, it offers the commanding of anti-terrorism battles in modern cities a favorable data support and high effectively military guarantee.
