For a long time, the industry's prospects for the development of mobile TV are very good. The market is increasingly competitive in broadcast media industry and the telecommunications industry. Mobile TV is one waiting to be explored of the "Blue Ocean". Well-known British research firm InformaTelecoms & Media has said that, mobile TV market will really grow up in the next five years. In October 2006, the State Administration for Radio, Film and TV determined to use our self-developed mobile multimedia broadcasting industry standards, and then formally promulgated China Mobile Multimedia Broadcasting standards. At the end of 2009, there are already 190 cities opened CMMB, covering more than 300 million population. We can foresee that CMMB will certainly play an important role in promoting China's mobile TV industry.Providing a CMMB solution on Windows Mobile is a great market potential. In the Windows Mobile phones and other portable terminals for application development due to the need to consider energy-saving, external events (SMS, calls, etc.) processing, and display devices and GUI limitations and other factors, coupled with CMMB applications are very complicated, while there is not a good platform to support it, and makes the development of a long cycle and low efficiency.In order to finish this project of CMMB solution, we have carefully analyzed the domestic status of CMMB mobile TV software development. Then decided to first to achieve a layered architecture of the CMMB mobile TV application framework, consists of two sub-frameworks, multi-service framework and the GUI framework based on WTL. And then complete the development of CMMB business applications to achieve CMMB solution of CMMB MTV Player by using this application framework. We implement a reusable, efficient and high-cohesive application framework. We have proven its usability and ease of use by using it in real projects of Embedded System Engineering Center.At first, this thesis introduces the development of standards for mobile TV at home and abroad, and some important technology related to. Then briefly introduced the CMMB mobile TV solution architecture and application frameworks in which the position. Focus on realization of the application framework including two sub-frames: multi-service framework and GFW. Then describe how to use the CMMB solution application framework. Take the emergency broadcast services as an example to illustrate how to use the multi-service framework and the Splash window as an example to illustrate how to use the GFW. At last, the deficiency of this subject and the future of the multimedia software technologies were described.
