Over the past 20 years, accompanied with the deepening reform of market economy and the development of urbanization, there was a huge demand for realty industry, which had become an essential part of the pillar industry and market economy in our country. In the past few years, with sustained oscillation of CIP and PPI, the pressure of inflation further increased, the booming index of real estate industry decline year by year. Followed by the continuing measures of limiting credit, limiting purchase and house dual-track system, the rapid rising of housing price was curbed preliminary. With the uncertainty of politics’movement, people hold their money to wait and see, the urban housing price returns rational, and there is a big change in the realty market and the competition pattern. As the project-based realty enterprise, the projects are with long periods, the enterprise is confronted with the risk of long periods. Therefore, with the necessity of the large-scale capital demand, the crucial points of project success are the project cast flow return, the investment security and the capital cost.Based on the enterprise strategic target, with the budget planning, implementation, controlling, the comprehensive budget management could raise standards of enterprise manage, business efficiency, and realize the enterprise value maximization, which plays an important role in the development of market economy. However, the strategic orientation of overall budget management is not strong in many realty enterprise, which would be knocked out by the unclear division of responsibility center, the disorganized budget team, the defective budget system only focusing on the issue of budget data and planning and not emphasizing the feedback & analysis of budget implementation.Through the investigation& analysis of the current budget situation in H real estate company, we found out its deficiencies in overall budget managing system, and optimize the enterprise’s overall budget system by this pager, which includes the organization of comprehensive budget manage, the method of budget making, the content of budget content, the implementation & control of budget, the analysis of budge variance, and the budget assessment. The paper aims to solve the problems caused by the irrelevance between company strategy and budget management, the late response of the strategy implementation, the inaccuracy of budget making, the inability to guiding operation, the financial department dominated budget planning, the insufficient participation of operating department, the unclear process of budget making, the indefinite division of the responsibility of the operating department. The paper has direct value to solve the bottleneck problem of H realty Company’s management, enhance the company’s competitiveness, optimize the economic efficiency, and realize the strategic target.
