Along with the small micro enterprise in creating jobs and increasing tax contribution significantly increase, government departments are paying more attention to the financial services, small micro enterprise with small commercial banks loan client manager of human resources management model is getting more and more attention. Effective human resource management model can retain good managers of small and micro loans to customers, also can ensure that lending to small and micro enterprises successfully carried out. Traditional human resource management focuses on the study of the work, but now it is converted to human resource management based on competency research. Therefore, the study of commercial bank loans to small and micro manager competency helps commercial bank loans to small and micro businesses better and faster development.This paper introduces the definition of competency, classic competent force model, competency model structure and the domestic and foreign competent force research status, and introduces the commercial banks to small and micro enterprise loan account manager job characteristics. On the basis of theoretical research, combined with the actual situation of the commercial bank small micro enterprise loans to customers manager job characteristics, using a combination of theoretical analysis and empirical research methods to construct commercial banks to small and micro enterprise loan customer manager competency model, and the model further analysis. This paper uses the literature analysis, job analysis, behavior event interview to construct the competency model of small and micro enterprise loan client manager for small and micro enterprise loan. And preparation of the questionnaire, the data of descriptive statistics analysis, reliability and validity analysis, factor analysis and principal component analysis, the commercial banks to small and micro enterprise loan customer manager competency model can be determined. On this basis, and through the variance analysis of effects of different individual characteristics of commercial banks to small and micro enterprise loan customer manager competency differences. Based on the analytic hierarchy process to the commercial banks to small and micro enterprise loan customer manager competency features assign weight.The results of the study show that the conclusion is: commercial bank small micro enterprise loan customer manager competent force model consists of 4 dimensions and 21 competency factors; gender to commercial banks to small and micro enterprise loan customer manager competency force effect is not significant, age and degree of commercial banks to small and micro enterprise loan customer manager competency have significant effect; after the weight assigned commercial bank small and micro enterprise loan customer manager competent stress the importance of a feature is as follows: the personal ability, personality traits, achievement motivation, professional oriented.
