The import trade of wastes could ease the resources demand in China as for the fast economic development. The initial shortage of resources, resource development and utilization of high-cost, low-renewable resources recovery difficult. Import waste resources required to make up the supply gap in China’s economic development resources,and promote the development of renewable resource industries. Renewable resource industries as an important part of the economic cycle, in line with our current economic slowdown, the trend of economic restructuring, and its importance is increasingly prominent. This makes the types and quantities of waste imports of China growing greatly comparing with the developed countries.This paper analyzes the theoretical level of resource economics, China has become the cause of the developed countries obtain the largest waste export target country there are three main areas:(1) large Chinese renewable resource demand and stimulate waste imports.(2) there is a difference between the marginal social cost of waste disposal between China and developed countries.(3) Waste export earnings are high, driven actively developed waste exports to China.However, with the growing number of waste import trade, imports and imports growing import waste recycling and environmental pressures on China’s cause is also growing,mainly in two aspects: Firstly, imported practice through entrainment, concealed in, false or even a way to import renewable smuggling on behalf of the import of hazardous waste,toxic waste garbage; Secondly, the renewable waste recycling and the final disposal process will produce secondary pollution, and this pollution is not easy to be recognizedAs the environmental impacts and environmental risks of the imported waste generated by process of reuse, this paper presents a more comprehensive and practical suggestions:Firstly, to strengthen the management of waste import trade, including sound waste import laws and regulations, strengthen waste material import controls, establish a comprehensive statistical system of waste imported to provide basic support to strengthen further the management. Secondly, to improve the management of imported waste recycling, including the establishment of scientific waste recycling industry, the environmental impact assessment system, and the whole industry chain stakeholder responsibility system.
