Research On The Integration Reform Of Customs Supervision In Beijing - Tianjin - Hebei Regional Economic Integration

The concept on the Coordinated Development of Beijing-Tianjin-Hebei Region has being proposed in 1980s’. In the past twenty years, there were various plans and studies about regional cooperation but no one can implement. Along with “Beijing, Tianjin, Hebei collaborative development program”,as the state import and export regulatory authority, Customs plays a vital role of national economic growth in the context of regional economic integration. Therefore, we need to substantially optimize the supervision and control management system and how to realization of regulatory functions.According to the policy of “Beijing Tianjin Hebei Regional Customs Supervision and Control Management Integration”, General Administration of Customs introduced “Beijing Tianjin Hebei Regional Customs Clearance Integration Reform Program” in July, 2014, which effectively promotes the Customs supervision control management reform in the area of Customs Clearance Integration. Review a year’s reform, the supervision efficiency of clearance system has a giant leap in unity of administrative enforcement and trade facilitation via traditional clearance system improvement and resources consolidation.However, the reformation still has some issues such as imperfect policies, supervision mode and supporting laws and regulations which mainly manifests in lacking the overall situation of Customs supervision control management, the unity of administrative enforcement, the failure to establish the supplemental system and risk management and the limitation of classified management on enterprises.This study try to find the problems of integration reform and make suggestions to promote it through researching of achievement and current situation of the customs supervision control management reform under the background of economic integration.
