Relying on the regional innovation is needed to develop new sources of growth. The region of Beijing-Tianjin-Hebei is closely linked, various industries are gathered in there, strengthening the construction of Beijing-Tianjin-Hebei regional innovation system is an important way to promote the development of regional economy, but also is the important strategic in the development of national economy.In this paper, viewing the integration of the Beijing-Tianjin-Hebei region as a regional innovation system, it is consist of the knowledge innovation system, the achievements transformation system, the industrial innovation system, the policy management system and the environmental system and analysing its connotation, component, main function and the running mechanism.Then concluding that the regional innovation system can promote the upgrading of the industrial structure, form the regional competitive advantage, and promote the function of the regional economic development by leaps and bounds.the paper introduce the Data Envelopment Analysis (DEA-CCR model) theory into the integration of the Beijing-Tianjin-Hebei region for researching the construction of regional innovation system,Paper concluded that the Beijing and Tianjin innovation system is effective but Hebei innovative system is non-DEA effective and noted build integrated regional innovation system is the way to promote Beijing, Tianjin and regional development.Finally,Finally the paper use the method of synergetics for the tool to analysis integration of regional innovation system evolutionary mechanism of the Beijing-Tianjin-Hebei region, put forward the construction of regional innovation system from the perspective of each subsystem Integration of the beijing-tianjin-hebei region in the process of building regional innovation system to give full play to the government guiding, cultivating system self-organization function, ensure openness system, etc. In order to realize the maximum synergy positive effect and the negative effects of minimum value. |
