"A generous agriculture with rich farmers in stable countryside secures a strong economy, a rich country and a safe society." No.1 document of Central Committee in 2007 starts with reinforcing works on above mentioned three respects, suggests that the construction of modern agriculture should be the primary task for building a new socialist countryside, and clearly emphasizes on intensifying the investment on agriculture, farmers and countryside, and establish a safeguard mechanism for promoting the investment on the construction of the modern agriculture at the same time. With all these policies issued, a new era of policy-related agricultural insurance shall be opened in our country. Agriculture, a special production department in our country, leads to paying much attention to farmers and countryside. Agricultural production is not only providing us with the basic living conditions, but also the foundation of other production activities. Therefore, to sustain agriculture becomes the important factors for the steady development of national economy. Nowadays, social unstableness following lack of food does have gotten the consensus of people. From the aspect of the agricultural product supply, on one hand, it is cyclical and unstable obviously due to influences by climate changes and other kinds of elements. On the other hand, demand on foodstuff is relatively stable. The total quantity would not various too much, unless huge natural disasters happened. Therefore, It has become one of the fundamental responsibilities of the government on how to ensure the agricultural production capacity and improve the anti-risk ability to meet the national demand for agricultural products. Under such background, the policy-oriented agricultural insurance emerges rationally. In recent years, scholars carry on the research of policy-related agricultural insurance in our country, the main content of it involving how to develop agricultural insurance policy by government, how to operate agricultural insurance by insurance companies, etc. In short, to guarantee the sustainable, healthy and orderly development of agricultural insurance is the ultimate goal of scholars’ research.In this paper, on the basis of predecessors’ research, combined with the author’s own thought, choosing Inner Mongolia Autonomous Region as the object, the author commences the research on the development situation of policy-related agricultural insurance by applying the different analysis methods like questionnaire and documentary research, and, what’s more, does the comparison analysis of some policy-related agricultural insurance theories between domestic and foreign scholars. The article illustrates the concept of the agricultural insurance, the policy-related agricultural insurance and the fiscal subsidies, and specifies the status of the development of agricultural insurance in Inner Mongolia in detail, mainly including the history of the agriculture insurance development, the situation of agricultural risks, the running conditions of agricultural insurance and the implementation of agricultural insurance policy. Moreover, by investigating and analyzing the farmers’ evaluation of agricultural insurance, the article reveals the existing problems in the development of policy-related agricultural insurance in Inner Mongolia, such as the income structure of the agricultural insurance premium is not reasonable, the aquaculture insurance rate is low, the existing varieties of subsidies and guarantee level can not meet the demand of farmers and herders, the subsidy policy of the agricultural insurance premium is not implemented appropriately and completely, the service level of insurance agencies does not match the rapid development of agricultural insurance, and the agricultural insurance policy propaganda is insufficient, etc. Through analyzing the causes of the above questions, the author puts forward the relevant countermeasures and suggestions. Firstly, the government needs to take scientific and effective measures to guarantee the healthy development of agricultural insurance and try to expand the kinds of types of insurance actively in the meanwhile. Secondly, insurance companies need to improve service quality, innovate and develop featured products, and shall enhance the ability of themselves. Thirdly, both of them should strive to implement the subsidy policy of agricultural insurance premium actively, and intensify the propaganda and mobilization works.
