Study On Regional Differentiation Of Agricultural Insurance Development Level

Agricultural insurance can transfer agricultural risk s and proportion economic losses, so as to ensure the economic interests of the farmers, the farmer’s production enthusiasm, and promote the agricultural develop ment. At present, our country agricultural insurance development level still has certain gap compared with the developed countries, and the regional agricultural insurance development is a big difference. In this case, the research of agricultural insurance development level of regional differentiation, and based on this, putting forward advances for different regions to improve the level of development of agricultural insurance is a great significant thing.This paper mainly revolves around regional perspective on the research of the agricultural insurance development level. First, this paper will make a comprehensive evaluation of the level of agricultural insurance development by using entropy method, so as to be concluded that the characteristics of the agricultural insurance development level of regional differentiation. At this point, this paper chooses four indicators, which is agricultural insurance premium income, agricultural insurance depth, and density of agricultural insurance, agricultural insurance premium growth, based on the connotation of agricultural insurance development level and conclude the evaluation of comprehensive value of the agricultural insurance development level by the entropy value method empowerment. Then we analysis the characteristics of the agricultural insurance development level with the comprehensive value under the regional perspective. Third, we analysis the influencing factors of agricultural insurance development level from the angles of supply and demand, and use the data to show that these factors in different areas are differences. Finally, we have the empirical test with using the panel data model, indicating the main factors affecting the agricultural insurance development level are agricultural risks, the per capita income of rural residents, the income structure, government’s effort to support agriculture, agricultural scale, and the scale of insurance companies.Through the above analysis, we conclude that the influencing factors of agricultural insurance development level in each of the areas of difference leads to the agricultural insurance development level of regional different characteristics. Based on this, this paper argues that measures to improve the level of development of agricultural insurance needs to be divided, and each region should have own measures according to the influencing factors’ characteristics of agricultural insurance development level in the different regions. The government of the eastern region should actively guide farmers to engage in economic value of higher agricultural production and the development of deep processing of agricultural industry, and encourage to develop high economic value of the agricultural insurance product innovation; The government of the central region should strengthen the agricultural insurance subsidies for farmers, and give more preferential policy on tax to the agricultural insurance; The government of the western region should set up agricultural catastrophe protection fund, and provide guaranteed solution under a special case of agricultural insurance, and strengthen education infrastructure and cultivate farmers agricultural production skills; The government of northeast region should encourage insurance companies to open more branch offices in northeast region, and foster agricultural reinsurance market, and support insurance companies which have the local branches of to participate in government construction projects.
