Research On The Reform Of Investment And Financing Platform Of Inner Mongolia Autonomous Region Government

Since 1992, positive contributions for local development in economics and in society were made by the local government investment and financing platform through debt financing. However, at the same time, the Inner Mongolia autonomous region government debt, and investment and financing platform debt also appeared some problems that needed highly attention, performed in several aspects which are: growth of the recessive debt in autonomous region government, in particular, some industries" debt burden is heavier; violated using of governmental debt funds and illegal financing showed in part of the investment and financing platforms; "zombie" relations deteriorating in Inner Mongolia autonomous region. For investment and financing platform, huge pressure of credit repayment, lacking of supervision during funds usage, and insufficient loan risk restrictions were observed in some autonomous region financing platforms; furthermore, difficulties in follow-up funding showed in part of the government financing platform projects, platform cleaning operation and subsequent specification development management was difficult.Under the background of tax reform & investment-led development mode, the government investment and financing platform was established in autonomous regions, supervised by the government, and the government is obligated to its debt. This led to the government’s debt risk contains most of the investment and financing platform’s debt risk. In this article, therefore, this paper expounded the status of focal governments, especially in Inner Mongolia autonomous region government debt, investment and financing platform for enterprise operation mode and the development present situation, studies and analyzes the problems in the operation of the investment and financing platform in debt risk, and rely on the government guarantee tangible or intangible, increasing the government’s debt risk transfer mechanism, on the basis of model analysis, verified the autonomous region’s government debt and investment and financing platform, the correlation among the debt, the analysis of the main components of the debt out of the investment and financing platform. Thus, combining with literature review and theoretical basis, summarized the focal government investment and financing system of laws and regulations, standardize the autonomous region government budget system as well as the construction and development of the autonomous region government bond market has become the indispensable important solution to autonomous region government to resolve the debt risk. Debt at the same time, find a solution to the Inner Mongolia autonomous region investment and financing platform of the main starting point, proposed debt principal debts of accounts and autonomous region investment and financing platform, platform balance direction to focus on the three parts and supervisory control object, to carry out the reform of investment and financing platform.
