| Based on the related theories of industrial cluster, and the definition, elements, characteristics, formation and classification of the basic concepts, this paper is combined with the characteristics of tourism, tourism industrial cluster formation, characteristics, as well as the meaning of competitive advantage. Guided by this theory, this paper has conducted a research on the existing problems of Snow County tourism industry status and its development in Heilongjiang province. From general planning, core enterprise, tourism industry chain, tourism facilities, to funds, it analyzes the influencing factors of Snow County tourism industry development. It further argues the feasibility of Snow County tourism industry cluster development mode and the development mode of phase adapted of industry cluster. All these are argued from the basic level, market level and Government level. Finally, this paper puts forward the proper thinking and countermeasure for tourism industry cluster development of the Snow County in Heilongjiang Province. |
