With the improvement of information technology and the rapid development of information industry, Urban residents and Rural residents’ information consumption increasingly high proportion of the consumption in the total. Scholars have done more research in local government expenditure impact on the consumption, but have done less research about the local government expenditure on residents’ information fire impact. Based on this, this paper from the local government expenditure and expenditure structure perspective to study the urban residents and rural residents’ information consumption and get the following conclusions:There is difference between rural residents and urban residents on information consumption level of information consumption level. The specific performance is rural residents were lower than urban residents in the amount of information consumption and information consumption structure. The scale of local government spending to maintain a steady upward trend, Although the expenditure structure the growth rates is different, the growth rates increased year by year; The scale of local government expenditure has a positive effect on urban residents’ information consumption, and have a negative effect on the information consumption of rural residents. In the long term, Investment expenditure and livelihood expenditure structure can promote the consumption of information of urban residents, and the people’s livelihood expenditure and consumption expenditure can promote information consumption of rural residents. In addition, the local government to formulate relevant policies to increase residents’ information consumption, but also through adjust the structure of government expenditure to promote the information consumption level of rural residents and urban residents.
