| Recent years, China’s international status has become increasingly enhanced with the growth of its national strength. Therefore the voice of changing the existing international order and redefining the Chinese model has gradually increased. The discourse power has become a popular topic. However, the research of discourse power is not much, and the research of economic discourse power is quite few. So this paper tries to study the economic discourse power. In this paper, the economic discourse power refers to the power that a subject has the right to set economic rules and to keep its order operation. The three core indicators are the ability to provide international goods, the ability to set the international economic issues and the ability to rule international economic behaviors.In the second chapter, through the quantitative and qualitative analysis of the rising of the world’s major powers and the process of enhancing the economic discourse power, this paper attempts to investigate the sources, characteristics and forming mode of economic discourse power. In different times, the source of economic discourse power is different, and the economic discourse power of each country also shows different characteristics. Spain and Portugal controlled the world colonial trade system by monopoly trade routes with military force during the age of sail. And Netherlands,the first capitalist republic of the world, chose to control economic trend of western Europe by outputting institutions and providing services. The British Empire dominated the global industrial with mercantilism features during the first empire period, and has begun to sought free trade to reduce domestic cost of production and trade. So far United States, the world economic hegemony, has sustained its economic discourse power by using dollar international advantage to receive the seigniorag and constructing international economic order. Despite the fact that each country shows different characteristics during the process of forming economic discourse power, we can still extract some common divisor from them. For example, western European culture is the foundation of capitalist economic discourse power, and the construction of international organizations is the most important platform for the economic discourse power.In the third chapter, we will focus on Asia Pacific and China. East Asian region has formed a set of international order system which is different from the West since China’s ancient “ All Under Heaven ”- Tributary System. In the 18 th century, although“ All Under Heaven ”- Tributary System was hit by the western world and then collapsed, it also left an important page in the development of world order, and provided valuable experiences for China to enhance the economic discourse power today.Then East Asia experienced order disintegration and semi colonization. Japan realized the rejuvenation through the Meiji Restoration, then began to try to restore order in East Asia through military force and build the Japanese economic discourse power. But with the failure of the Second World War, Japan’s political power dream shattered. Japan still remained its powerful economic influence after that, but it was subject to United States and can not own the economic discourse power.China’s rising is the major event in the process of affecting Asia-Pacific economic order. "The Belt and Road" and "Asian investment bank" provide different choices for world’s economy. These are not only the need of Chinese people, but also world’s common voice while facing American decline and fragmentation of the world’s economic order.The promotion of China’s economic discourse power is still facing many challenges. But the challenges contain opportunities, and opportunities outnumber challenges. In the last chapter, I will analyze the difficulties and opportunities faced by China’s economic discourse power through the combination of history and current events, and then try to pursue a good way to enhance China’s economic discourse power. |
