Research On The Application Of PPP Mode In County Infrastructure Construction In Yunnan Province

"The county is administrated well, the nation will be peacefull; the county is plentiful, the nation will be rich", "The foundation of a strong nation is the strong country". "County" is the basic unit and economic unit in our country. The development of county economic should take measures of "agricultural industrialization, new industrialization, urbanization, county finance". We should give full play to the financial and credit supports, strengthen town planning, strengthen the county infrastructure. Because the infrastructure plays an important role in economic development, social progresion, and people’s life. The infrastructure has characteristics of long construction period, slow investment return and so on. The production and supply of the infrastructure relied on the government and public enterprises completed in past, but with the continuous growth of the pace of economic construction continues to accelerate and people’s material and cultural needs, such a public supply mode is facing enormous pressure. These pressures are serious shortage of supply and demand the plight of financial investment. Therefore, in order to alleviate the dilemma of lack of public investment, the government needs to change public infrastructure development pattern namely "single government dominant" to "government led, market operation, social multi-party participation", so the PPP model is people into infrastructure construction and received more and more attention.The PPP model refers to the cooperation of the government and social capitals provide public goods or services.The PPP model plays an important role on the transformation of government functions, the supply of infrastructure and other public goods or services, has very important significance to speed up the establishment of a standardized and transparent financing system and modern financial system. It is feasible and necessary to introduce the PPP mode in county infrastructure construction in Yunnan Province. The current research on the PPP mode in the county infrastructure construction is still lacking, so the main contents of this thesis are as follows:the first part includs the introduction and the second chapter, the primary coverage is through the collection of domestic and international relevant papers and books and other documents, the use of public products and project distinguishing theory, stakeholder theory, new public management theory and the theory of privatization of public infrastructure and other important theoretical researches on the application of PPP model in infrastructure construction; the second part is the three chapter, through the operation of the PPP mode, project identification, PPP model with the traditional distinction between investment and financing mode, The feasibility and operability of the PPP model is enhanced. Through the analysis of Erhai Lake in Dali of Yunnan Province sewage interception project intends to further research on effective mechanism and conditions of application of PPP mode in county infrastructure construction in Yunnan Province; the third part is the fouth to the fifth chapter. Through the analysis of the Kunming Tangdian and jiaozi Mountain District, county economic development, in order to put forward some feasible suggestions and countermeasures for the application of PPP model in the infrastructure construction.
