Current Financial Resources In Rural Villages And Towns Study

At present the public finance of rural governments faces many difficulties. Serious deficit and liabilities reflects the poor finances, source of money ,which bring many negative effects. The realistic exit that develops the village public finance is to resolve the problem. So the study on rural governmental finances (RGF) also has great active and realistic significance for pushing forward the current public finance system reform.Making use of the public finance theories, this thesis passes an overall analysis about the present condition of RGF, finds out the existent problem, analyzes the factor which affect RGF and the reason which led RGF poor , thus puts forward valid measure and the policy suggestions that changes the present condition.I think that the poor RGF mainly come from the outstanding antinomy between incomes and expenditures—large expenditures, little incomes . Its basic reason lies in economy development and the the distributive mechanism of the current administration system and the finance and tax systems . In order to change the weak situation of the rural finances, the rural governments should enlarge incomes and save on expenditures, to promote finances increase by developing economy, construction of finances and other measures, to control expenditures by holding down the number of employes and business, changing working function and other measures . The national and upper grade governments should push forward reform actively on the public finance system and the administration system, establish the financial function of every grade government according to the public finance theories , demarcate the business power and financial power reasonably between every grade government, perfect the di stributive measures on national fisal revenues between every grade government, decrease rural governments expenditures on business that beyond their working function, and at the same time enlarge transfer debit to difficult rural finance, give more funds end policy support on rural governmental measures of increasing incomes and slicing expenditures, help them to dissolve the country debt, thus make rural finance step on the healthy development orbit and really exert management effect of public finance , then in the whole country up and down build up and perfect the public finance management system.
