BOT project financing has been the key concern by many governments, financial organizations and consortiums and project companies since it came into use and it has won a world-wide acceptance and popularity in the construction of utilities. In China, BOT succeeds in the large basic infrastructure such as electricity, roads and bridges. Successful experimental research is on the going.The paper analyzes its features of BOT in constructing students' apartments in high schools and makes a research into the possibility of BOT and renovation so as to seek a feasible financing model in accordance with our national situation and the development of our high education as follows:First, BOT is the best choice for high schools to raise funds in constructing students' apartments. Since all the banks can't afford the loans so long, all the traditional direct financing models seem impractical like ABS and TOT, while BOT totally satisfies all the needs for financing.Second, BOT in high schools needs further reform and renovation to avoid limited recourse and to focus on its procedures, processes and results compared with international BOT models. Although BOT mainly introduces foreign investment to enforce the construction of utilities, we can still absorb domestic capital to invest. We can deal with the "O" stage flexibly by running by project companies or ourselves.Third, BOT in high schools should consider its own features and pay more attention to the factors such as price, policy, management and special agreements.Fourth, we should take corresponding precautions to some special risks such as source risks and management risks.Fifth, BOT can help high schools to avoid fund scarcity and investors to make profits, so it's mutual benefits for both sides.
