The same problem the world face is that there are too many poor people. Now the poor people are concentrated in western China. How to solve this problem with fiscal subsidy is one of the most important ways. Based on the theory of the poor, the situation of the poor and agricultural subsidy, the writer analyzes the reason and characteristics of the poor in the western part of our country emphasisly.The writer thinks the fiscal subsidy should be investigated in the following two fields of education and agriculture. In the field of education, our government should give more investment to the western in China. The governments of our country, every province and every county should afford the cost. At the same time, the children of the right age will be forced to go to school in accordance with the law. The school for the poor children should be built up in the western area. Two courses, which will serve their life in the future, should be opened.In the field of agriculture, with the permission of the policy of the "green box", our government should increase agricultural subsidy in the following fields: agriculture, natural disasters, and the insurance plans of their income, the backward areas and protecting environment. Also, our government should make full use of "amber box". Because of the shortage of information, agricultural subsidy should have a tendency to build more information websites to the western countryside. To improve the situation that illness will lead to poverty and make people poor again, our government should help them in policy and money. Also we should use blue box tentatively. To analyses this problem, the writer used 4 methods.
