National Student Loan Operation In Research And Policy Recommendations

As the development of higher educational system reform furthered and the recruit students of higher schools increased, the tuition payment system is under reform accordingly. The more and more high ratio of individual burden of tuition and living cost has become an urgent problem for those students whose domestic economy is not good, especially those poor students who come from rural areas. Under the circumstances, student loan can help those students from poor families go to college.Since funded in June 1999, student loan has developed rapidly, but there is still a bigger gap between the credit increment and the loan demand of poor college students. The purpose of this thesis is to design a student loan system suitable for the situation of our country and put forward relevant suggestions, by analyzing the objective environment for running national student loan steadily, risks of present national student loan and problems and causes of loan system.The main work of this thesis is following:1. Based on theoretical analysis, this thesis studied the risk problems of national student loan from students' behaviors, analyzed the loaning actions and owing actions, processed the data to draw charts on them using EXCEL software in order to display the results directly and interpreted them.2. Analyzed the problems from bilateral dynamic game theory of student loan and put forward some suggestions.3. Discussed the basic methods and measures to perfect the policy of national student loan from higher schools, government and banks, and designed a personal credit file and its evaluating system of national student loan which is suited for Chinese condition, by using the experience about establishing the credit system of personal loaning and consuming of developed countries for reference.
