Credit rating is the basis on which the commercial bank determines the risk-taking degree of granting a loan and the basis of credit-funds risk management. At the present stage, with the the reform deepened in banking system, the demand for the security of credit-funds and benefit is getting higher and higher. It will be increasingly obvious that credit rating will play a positive role in the banking credit system. It is of practical significance to establish the scientific credit rating system for the improving the risk management standards of commercial banks.The main content of this thesis is that the writer designs a comprehensive balanced model of score recording which uses the clients credit rating system of western national commercial banks and improves the current rating system of Guangdong Development Bank pursuant to the analysis of the problem of current rating system of Guangdong Development Bank and the requirement relating to internal rating in "New Basel Accords". In addition, through the example analysis of the Dalian Merro Pharmaceutical Co., Ltd, the feasibility to credit rating of model is verified.The focal point of this thesis: 1. according to the requirement for the bank's internal credit rating in "New Capitalism Agreement Draft" drawn by Basel committee, new indicator system is constructed. The indicators system model takes the form of treelike disassembling diagram, from the general level to details. The selection of indicator combines quantitative with qualitative methods, static with dynamic methods simultaneously to ensure the integrity of indicator system. 2. It gives prominent to the indicator of cash-flow and manages to settle the problem that liquidity can't be sufficiently reflected in current reseach and practice. 3. based on the principle of objectivity, the comprehensive balanced model of score recording isestablished and indicator weight is set up according to the degree to which indicator have effects on the value of enterprise. A unified formula to calculate indicator has been designed.One of the innovations and characteristics this thesis lies in that the design of the indicators system model takes the form of treelike disassembling diagram, from the general level to details, which includes at least four lengthwise levels, nine transverse dimensions and 55 indicators in total. The model mentioned is more comprehensive and concrete than the current credit rating system used in commercial banks. Secondly, the thesis attaches more importance to the cash-flow indicators and explores the indicators of the macro-environment and the specific industrial reality. This arrangement has not only solved the problem that current research and practice fail to reflect the liquidity, but also observed the indicator-setting requirements set down in "The Basel Accords" for banks' internal credit rating system. Thirdly, the setting of all the indicators' weight in the model is conducted according to a set of uniform standards, which ensures the objectivity to a large extent. Fourthly, more indicators from market research and internal investigation are added to the design of the model, which makes the appraisal on enterprises more real and more objective. Lastly, in this model, more priorities are given to the development and changes of enterprises and dynamic and static methods are adopted simultaneously.
