In violently fluctuant environment, the creature can exist down of is not the most intelligent, and not the strongest, but the most agile. We cite a biological formula:L≥C. Revans pointed out that a creature's learning speed must be larger or equal the speed of environment changing if it wants to exist down of. As a complicated organism system, the enterprise in the changing market that wants to exist and develop must have abilities to realize the environment variety on time, and adjust itself positively, study the new technical skills, adopt the new business mode and become the learning organization.But for long time, a misty problem in organization is how to learn and how to manage learning. It is also a hard problem in much enterprise to how proceed learning really, deep and steadily. The paper indicates that it must depend on many supports if organizational learning proceeds smoothly, as if high tower standing mightily must depend on the strong pillars. The important items which support organizational learning mainly have five items; they are promoter of organizational learning, revolution of organizational construction, design of basic facilities on organizational information, construction of organizational culture and design of incentive system. Organizational learning must have the forwarder and promoter, otherwise it can't guarantee the long-term and continuously. Organizational construction is the mainly structure that organization is to exist and develop, it is very important to build up a suitable construction. The basic information facilities are the important factor to guarantee knowledge inside organization smoothly flowing. Only had the assurance knowledge smoothly flowing, it can be reallyorganizational learning. Organizational culture is the "soft factor" in the management, but it develops the matchless and mightily functions. The incentive system can develop the potential nicely; the good incentive system is the cordial that push organization to learn. The five supports that push organization learning inside organization had been built up; the abilities of organizational learning would have developed automatically. Learning organization is the result that the abilities of organizational learning have developed to a higher level.The paper is established in the reality of Lianyuan Iron and Steel Group Corporation (below brief name LISCO), which has practically guiding significance to the recent structuring learning organization.
