The reform of state-owned enterprises is the emphasis of the reform of our country' economy system. The reform of state-owned enterprises plays a very important role in th.e development of national economy and the reform of economy system, in a certain meaning it is the key to the success of economy reform, because it has direct influence to the development of our country's productivity and the improvement of our country's comprehensive national power. Since the reform and opening to the. outside, our country's economy reform gains outstanding achievement, and now the socialism market economy system has already been set up. Great changes have taken place in various aspects and the strategy goal of breaking away from difficulties in three years has been realized, as is concerned by the earthling. But the reform of state-owned enterprises still exists many contraventions and deeper problems because of the affect of various reasons. And these contraventions and problems need to make great endeavor to solve, or directly affect the criterion and complement of socialism market economy. Now the achievements and problems, the challenges and opportunities coexist. This thesis explores the development rules of state-owned enterprises reform by the analysis and illustration to the development way of state-owned enterprises reform, explains the motivation of the reform of state-owned enterprises, points out the problems in the process of state-owned enterprises reform and puts forward the countermeasures of solving problems. So the purpose of this thesis is to provide reference and revelation for the reform of state-owned enterprises.Instructed by the market economy theory, this thesis analyses and illustrates completely and systematically the course, problems, theory basis and countermeasures of the reform of state-owned enterprises from the combination of history and reality and theory and demonstration. The thesis consists of three parts: Part one presents the development course of the reform of state-run enterprises. This part mainly illustrates the history, motivation and development course of the reform of state-run enterprises in new period. Part two mainly demonstrates the problems and causation in the process of state-owned enterprises reform, especially from various levels and views, analyses and illustrates the key problems occurring in the reform of state-owned enterprises. Part three puts forwards the current countermeasures to the reform of state-owned enterprises on the basis of analysis of above content.The author believes that the primary reason why difficulties and problems occurred in the process of state-run enterprises reform results from the influence of the inertia and limitation of planned economy system and the unhealthiness of our country's current economy system and legal system construction. Another reason is that the changing of government function falls behind, and state-owned enterprises cannot become the microcosmic eligible principle parts of market economy. The reform of state-owned enterprises is a systematical project, and it needs an adaptable outside environment. So the complete changing of government function and the construction of socialism legal system are especially important.The innovation of this thesis lies in that it associates the reform of state-owned enterprises with macro economy environment and from many aspects such as property right structure, management system, operation mechanism, mode of production, the changing of government function and legal system construction, comprehensively analyzes the necessity of the reform of state-owned enterprises and the problems occurring in the process of reform.Meanwhile the thesis puts forward the train of thinking and countermeasures to the future reform.
