With the development of market economies, the speed of the social security's establishment is accelerated accordingly. Medical insurance that involves the most people has close relationship with the life as well as the rights and interests of the public. The civilians have focused the most attention on the reformation and construct of the medical insurance.Firstly, this article introduces the development and characteristics of the international medical insurance institution, and show the necessity that we carry out the reform in medical insurance. Then we further explore the shortcomings existing in our current medical insurance system and the reasons that come up these issues, namely, the combination mode of social fund and individual account is unreasonable;the percentage of coverage is relatively lower;the multi-level medical insurance system is kind of incomplete;the reformation in sanitarian system is not simultaneous with medical insurance system;the hospitalization costs increase dramatically;there comes up much troubles when financing;there are risks when operating the medical insurance fund. Lastly, I put forward my advice on how to improve the medical insurance system depending on the situation of our country. We are supposed to enhance the management of individual account;raise the percentage of coverage;establish multi-level medical insurance institution;set up scientific medical insurance fee control system;raise the fund reasonably;and reinforce the anti-risk ability of the medical insurance fund.In this article, I use the literature method and comparative method to carry on the study. I find out the current status of the medical insurance at home and abroad by consulting the literature and comparing their experiences and deficiencies. Besides, I analyze the problems of the present medical insurance system and bring up some proposals on the basis of the situation in our country.
