Highway & Bridge Project, a large-scale and complicated project program, needs shorter and shorter time limit for a program, however, in the construction, a great deal of indefinite factors abound, especially the resource constrained. Since resource is an important factor to influence project schedule, then under the condition of resource constrained, how, to arrange the resources to satisfy the project needs and to make the time limit shortest is an important problem. Resource-constrained project scheduling problem has been paid general attention to and at present has become the hot topic the management of project schedule.Based on the background of Highway & Bridge Project, the paper first analyzes the construction characteristics of Highway & Bridge Project, and explained that the features of Highway & Bridge Project have increased complexity and uncontrollability to project schedule. Secondly, the resource traits of Highway & Bridge Project are detailedly analyzed. Through the contrast and analysis of resources in the construction, the three most important resources, namely labor force, material and facilities, are abstracted. Based on this, according to the principle of project scheduling in resource restriction, the mathematic model of the resource-constrained project scheduling is established. The objective function is the minimal in the total time limit. In restriction condition, not only the time factor, but the resource one are considered, and the constraint relationship of the three main resources is especially considered. For this model, monomial Genetic Arithmetic is designed. The arithmetic, when ensuring the condition of time and resource restriction,_could rationally do resource allocation of projects, and then effectively shortens the whole time limit. Finally, the feasibility of the model and the validity of the arithmetic are proved through an example.
