Since 1999, our country begin construct the system of credit guarantee for the small and medium-sized enterprises (the SMES) gradually, this measure has greatly prompted the development of the SMES. But, because of at developing stage, it still has some widespread problem and shortcoming.After the analysis and research of guarantee theories for the SMES abroad, this text point out the blemish of the system of credit guarantee for the SMES in our country. At end this text put forward the counter-plans and suggestions.The first part: The analysis of the credit and guarantee theories for the SMES.This part gives out the concept of the SMES and guarantee first. Especially, it gives out the different standard of the SNES in domestic and international at different ages.Then from the less credit theory of the SMES which put forward by Stiglitz and Weiss, the asymmetric information theory, this part deduces out the static Balance model of the SMES's loan market. The loan difficulty will last a long time for the SMES.According to the information economics price theory of Stigler, the Nobel Prize gainer, this part points out that the guarantee involves the SMES's loan market is viable. Finally, using the public product theories, the admixture product theories, this part draws out the the conclusion that the guarantee should be provided by the government and the market together.The second part: The comparison of the system of credit guarantee for the SMES abroad.Using the analytical method, this part introduces the development condition of the system of credit guarantee for the SMES and the basic classification abroad. The main purpose of the government is to support the SMES. This part mainly introduces the Japanese Guarantee Association, the Korean Guarantee Fund Organization, The Germany Guarantee Organization for the SMES.
