Electricity industry is the fundamental industry of the national economy, as a major energy sector, it plays a very important role in the economic development. Because of the specialities in both the market mechanism and the government function in the market system, the power industry can't make appropriate adjustments to changes in the resources situation and to the scale and structure of electricity consumption. So the power production and supply have a larger periodical fluctuation. The coexistence of surplus power and power shortness due to the periodical economic growth impacts the rate of economic growth and the transformation of economic growth patterns. Therefore the balance mechanism between electricity supply and demand becomes a major research issue for us to achieve the rapid healthy economic development.It defines the connovation of the electivity balance in China, which includes there different levels: interior, exterior, dynamic equilibrium. It does not only imply the balance between electricity demand and the supply, the balance between power factor product supply and total demand of the economy. But also the power industry make adjustments to changes of the resources situation of electricity industry and in the scale and structure of electricity consumption.. In views of the market mechanism and the regulation, this paper explores how to achieve the power balance so as to support the rapid healthy development of China's economy.In the research method, this paper combines the quantitative analysis and qualitative analysis, and find some objective laws about the electricity industry and electricity equilibrium on the basis of studying the cross section and vertical section dates.
