With the development of economic reformation in China,in many respects of reformation, much research has being carried on,in which the research about reforms of State-owned enterprise(SOE)deserves our full attention. Because,for the countries in economic reformation,State-owned enterprises are always difficult cases. About reforms and development of SOE,serious issues are at stake and a lot of disagreement are among parties with different argument. We noticed that, for twenty years in reformation, SOEs are generally ineffective compared to the other types of enterprises. Now there are much difference between SOEs and the other types of enterprises and among SOEs. The difference had been explained in power-transfer reformation theory of Meyer, which just is the context of this dissertation. Then, based on the related research, we find that mechanism reform is the focus of most of them. Schools of property and management all argue that mechanism results in inefficiency, but one is property mechanism, the other is management mechanism. Thus, people's power has been overlooked, especially the effect of top managers. Considering above of analyses, a new angle of view was used in my study that is management sciences.The basic theories in this dissertation include leadership theory,TMT theory, power-transfer reformation theory, property theory, separation of powers theory and the principal-agency theory. Research thoughts in this dissertation are as follows: First, the difference of ability between leaders will be acknowledged in this dissertation, which is identical with Hambrick's TMT Theory. Second, a conceptual model will be established on the relation of leader's demography and firm performance. The last, using enquiry data of World Bank in 2001 to test the model and demonstrate the validity of hypothesis about manager ability initiative. The viewpoints of this dissertation can provide empirical supplement to related theory and has some values to selection of enterprises'leaders and improvement of firm performance.
