| Performance appraisal is one of the main tools of human resource management and is the base of setting up scientific human resource management system. As far as Xi'an Natural Gas Company, the typical representative of natural monopoly enterprises is concerned, setting up standard and practical producing-related staff performance appraisal system is the key content of this company's human resource management system development and completion.This article designs the Xi'an Natural Gas Company's producing-related staff performance appraisal system. Firstly, it introduces the research background and meaning, current research situation at home and abroad, the research content & methods and states the related theory and concepts of staff performance appraisal. Secondly, based on the actual investigation and interview, it analyses and summarizes the current situation, existing problems and reasons of the company's human resource management and it points out the necessity of individual producing-related staff performance appraisal in the company. Thirdly, based on the above-mentioned theory the article redesigns the producing-related staff performance appraisal system, which includes work analysis, identifying appraisal main body and indicator system, setting up the indicator weight of appraisal main body by using AHP, and appraisal scheme. Working intensity is particularly designed as one special indicator to address characteristic of the product-related staff. At last, the article introduces the implementation of the performance appraisal system and the application condition of the appraisal result, summarizes the implementation effect after pilot of this system and proposes improving suggestion. Other natural monopoly enterprises can learn from the producing-related staff performance appraisal system proposed by this article. |
