The current level of our country highway construction safety management is relatively low, resulting in frequent accidents and having a negative impact on project cost, quality and construction time limit. Especially in geology, topography and hydrological complex mountainous areas, more accidents are apt to occur in highway construction. At the same time the mountainous highway construction has just started. Therefore, how to raise the level of safety management of highway construction and reduce the number of accident, is needing our country road builders to pay more attention.This paper analyzed some liable problems in current situation of China's highway construction safety production management. Put forward a idea that all the management measures file can be saved into the database and combined with geographic information system. Later on, I developed the "GIS based mountainous highway safety construction management system". This system data management module provides the user with a variety of methods to inquire the administration of production safety of highway construction projects related material, meanwhile it is convenient for users to understand the safety production site management status. System-specific construction safety management module is user-friendly source of distribution of hazards items and their associated risk treatment measures and pre-arranged planning, but also through the statistics on the hazard rate to achieve the overall project construction safety assessment.This paper based on GIS through developing "mountainous highway safety construction management system", improve the previous highway construction project data omissions, management shortcomings, but also improves the efficiency of field security management, convenience relevant management departments at higher levels project with emphasis, fast and accurate, intuitive visual, convenient operation. Finally this system provides a new idea for future highway safety construction management.
