Flood forecasting is a major non-structural flood control measures, which can control the flood development effectively, maximize relief the loss of flood disaster, and provide security for the lives and property of the masses, etc. After years of theoretical research and practical operations on the flood forecasting system, our country's flood forecasting theory and system practical experience have made great achievements. But the flood forecasting model method and prediction system standard is not unified, and the forecast model does not cover nationwide each river basin, Especially the flood forecasting model in semi-dry and sub-humid region is not mature, as well as the flood forecast system of interactive capability is not strong. All these contribute to the very big gap between China and abroad in the level of flood forecasting.In this paper, originating from the real need of flood forecasting system, the exploration and research for the appropriate flood forecasting model in this basin and the flood forecasting system base on this model are to be performed in terms of the situation that Yihe basin is semi-dry and sub-humid region. The research status of flood forecasting models are discussed based on the actual situation of Yihe basin. The Compatible model which is three water decision and the excess storage and excess infiltration simultaneously is selected to build the forecasting model of the flood forecasting system. The model is applied in the Luanchuan station of Yihe basin by building the flood forecasting program. Dynamic link library files(Fortran DLL) can be called to achieve the mixed c# and Fortran programming thought which the forecasting model is reconstructed in the Visual Fortran environment, based on Comparing the different between Fortran language and the C# language in stack management, naming conventions, parameter passing and other hands. According to the requirements of the flood forecasting of Yihe basin, the flood forecasting system of Yihe basin is developed by ArcGIS Engine and visual programming languages C#. The flood forecasting system of Yihe basin which based on the Compatible model which is three water decision and the excess storage and excess infiltration simultaneously is developed by ArcGIS Engine hybrid programming about C# and Fortran is achieved, and GIS functions are embed in the system to combine the geographic information and the flood forecasting system. The Compatible model which is three water decision and the excess storage and excess infiltration simultaneously is applied success in Yihe basin thought the system, flood forecasting simulation results to the B level. At the same time, for the system has a more intuitive visual display by combining geographic information and flood forecasting system, the system can provide scientific basis for the work of flood control decision-making.
